There are separate plugins but this plugin provide creating multiple tour for multiple pages using shortcode.

I like the idea and could use the plugin but it needs more work before can implement on a commercial website.
Glad to give feedback or help QA if you need it.

  1. Upload user-tour-guide.zip to the /wp-content/plugins/ directory
  2. Activate the plugin through the ‘Plugins’ menu in WordPress
  3. Add tour step and place the shortcode where you want to show the user tour guide
